Based on the prototype baggers at Dingwall Yard on the Kyle of Lochalsh line in Scotland, UK. This hopper is empty and without the weigh scale. Perhaps the hopper is under repair or surplus to the bagging operation. If you wish you can fill the hopper bin with coal using 'coal pile2' (kuid2:98966:67460:1).
