Decouple DLX

Version 2.3 2015-07-08 A Driver command which can uncouple any vehicle in a consist by name or number.
The selected vehicle will be detached from the train. Handles up to 99 vehicles. See config.txt for physics_disable tag. Updated to correct wrong vehicle being decoupled when wagons are ahead of loco.

NEW FEATURE: The vehicle to be uncoupled can be specified in a session variable named 'consist_count'.
This value can be set by driver command 'Special Instructions' <kuid:160293:101021> as a result of measuring the number of vehicles in a train.
The result can then be manipulated as required. An additional option was added to save the value of the vehicle count so that it is specific to the train that made the measurement. These features were suggested by ElStoko.

An option is also provided to select a vehicle at random.
