Random Weather V2
The weather will randomly change between the best and worst selected weather and a rate set by the user.
Once the rule is started it continues until the end of the session. Do not use this rule in with the 'ordered list' rule or similar as rules that follow it will never be actioned. Works in TANE and TS12
