sig 3a Offset Passable-on-Authority LHS

3 aspect colour light signal, on an offset post.
This will act automatically as a standard 3A signal.
It also has a state of Stop then Continue, but with the visual aspect still a single red.
The Stop then Continue state can be activated by the path properties in an Interlocking Tower, or by rules, such as Set Signal State Extended, that set the signal to state EX_STOP_THEN_CONTINUE (state 1).
Designed for use in sessions where on the prototype, a verbal authority to pass signal at danger is required, to enable AI to continue past the signal, or manual controlled trains to continue without triggering a SPAD warning.
Fully compatible with Bloodnok's feather and theatre targets.
