WP&Y_Depressed_Center_Flatcar_1203

This is based on the WP&Y's depressed center flatcar number 1203. Four of
these cars were built in house for transporting heavy equipment. There is an
attachment point (a.load0) in the center of the car for those who would like
to add the necessary lines to the config file to make it interactive for the
load of thier choice.
