WP&Y_Skagway_Ore_Bunker

This is based on the ore bunker in Skagway which was part of a complex facitity at
the Skagway docks. The original was for copper ore but I have made this interactive
for coal. The product can easily be changed in the config file. No changes are necessary
in the script file. While it will empty full coal cars it will not fill an empty ship
or barge.
