Diagnostic Rule

Rule for diagnosis purposes - will display Trainz version information as well as name of current session.

As this is my first rule, I've done as well as I can at this point.

VE48: This asset uses an obsolete trainz-build number. Trainz-build numbers below 3.5 are no longer supported.
VE73: Image file 'diagruleicon.tga' is incorrectly used as both a texture.txt source file and a raw image file.
VE176: The tag 'icon-texture' in 'behavior' must have a texture file extension.
