Electro Island V 4.0. Maglev TS12 Fixed

This is a fixed version for TS12. The old version only worked on Ts2 Mac and was wrongly downversioned by me. It didn't work in Ts12 PC. So this is the fix for that.

The Electro Island Maglev was constructed in 2004 and runs between Northtropp International Airport and Novaville. The route was constructed because travellers from Novaville now have a short option to the largest international airport on the Island instead of travelling via the TGV circle line (which is also fast but travels all around Northtropp or Colden). The Maglev thus saves a lot of time but it is also used by daily commuters because of quick access options to the south of Northtropp. The line uses both the MLX-01 Maglev and L0-Shinkansen sets. (these are real maglevs that exist in Japan on the maglev line currently under construction). The Electro Island Maglev Line has a line design speed of 450 KPH. On the East Island Line (EIL) there is a commuter train present for background purposes.
