Electro Island v 4.0. Colden Monorail Ts12 Fixed

Fix for the Electro Island v 4.0. Colden Monorail session which was wrongly downversioned from TsMac 2 to Ts12 PC. Therefore the session would not work correctly on PC. This is the fix.

A Session of the short Colden Monorail. The Colden Monorail was designed as a relay mode of transportation between the Colden Shinkansen and the Colden Skynet. Colden Skynet further connects to Colden Central Station and the rest of the network. Construction completed in 2010. The line was specifically designed for the Tokyo Monorail trains. For background purposes N700-A shinkansen drive on the Colden Shinkansen.
