S&C Water Column Ground 2 tracks_TS2009

A water column for the S&C to be placed on the ground.
The column sits between 2 fixed tracks, the centres of which are separated by 15ft 8.5in (4.8m), or 11' between inner rails.
Designed for use where dual servicing of 2 tracks is desired, as in the case of a main line and a passing loop.
Script modified so engine can stay attached to consist while watering.
Mesh modified to animate column's swinging arm. It will rotate by 20 degrees to the side where loading is in progress.
To ensure loco does not overrun the column, assert a 5mph speed limit at least 20m prior to it.
A conditional speed limiter such as <kuid2:137715:23002:2> can be used to avoid slowing trains that do not need to stop.
