Set Loco Queue Levels

Set the queue levels of the locomotive controlled by the driver schedule in which this command appears.
The command is intended for use at the beginning of schedules for locos that emerge from portals. Such locos are normally allocated full input and empty waste queues by default.
For a steam loco queues include coal, water, sand and ash. The command detects if a steam loco has a tender, and adjusts the tender queues.
For a diesel loco queues include diesel fuel and sand.
